Wisconsin residents will have the opportunity to enroll in individual health insurance coverage through HealthCare.gov
Starting November 1, Wisconsin residents will have the opportunity to enroll in individual health insurance coverage through HealthCare.gov. The annual Open Enrollment Period gives individuals and families across the state access to comprehensive, high-quality health plans offered on the federally facilitated marketplace.
Recent trends highlight the evolving landscape of health coverage in Wisconsin. Following a record high number of enrollees during the 2025 plan year, enrollment dropped for 2026 amid market shifts and federal policy changes. To maintain market stability and support coverage retention, state programs such as the Wisconsin Health Care Stability Plan (WIHSP) continue to mitigate premium rate adjustments for consumers.
For the upcoming 2027 plan year, average weighted rates on the individual market are projected to increase by 21.7%. State officials note that without the WIHSP program, rate increases would have reached an estimated 33%. Despite these cost shifts, carrier participation remains intact: twelve insurers will offer marketplace plans, while two carriers will provide ACA-compliant coverage off the marketplace.
Residents seeking assistance with enrollment options can utilize statewide outreach resources, including WisCovered.com, or connect with certified navigators, local brokers, and application counselors to guide their coverage decisions.
